Gouvernement-run projects are necessarily connected with much administrative expenditure. Their objectives and strategies are usually not defined in a regional context. Those who live in close contact with local people, are more likely to consider what is needed locally and what the aspirations of local people are.
These experiences were the starting point for former members of the DED (German Voluntary Service) who had been working in training centres for craftsmen in Ghana, to launch their own association, to foster projects and to mobilize private and public money while continuing close cooperation with DED. This was the beginning of LHL "Learning - Helping - Living".
The aim was support to local initiatives in Africa in the sense of integrated rural development at the local level. In the early years the focus of our activities was on Ghana, since 1995 there has been a shift to the republic of Chad, where we found a trustworthy and dynamic partner organization called JARABE ("we are building the country").
